摘 要：采用2006 —2015年中国30个省份的省际面板数据,运用熵权法、自然间断点分级法、聚类稳健的面板固定效应回归等实证方法,对金融集聚及其四个二级指标（金融背景、金融规模、金融密度、金融深度）、产权结构对区域创新绩效的影响进行了实證分析.实证结果表明：金融集聚水平及其四个二级指标与该地区区域创新绩效呈正相关,提升金融集聚水平,促进金融发展能够提高区域创新绩效；产权结构与区域创新绩效也呈现出正相关,即该地区产权清晰程度越高,其创新效率越高.据此,从提升金融集聚质量角度,要破除金融流动制度性壁垒,加速金融改革,优化区域金融结构；从优化产权结构角度,要鼓励民营企业开展创新活动,为民营企业提供融资便利,发挥新三板市场作用,加强产权保护.

Abstract： Based on entropy method, Jenks method, robust panel fixed effect regression and other empirical methods, the paper used the provincial panel data of 30 provinces in China during 2006 -2015 and empirically analyzed the impact of financial cluster and its four two-level indicators （financial background, financial size, financial density, financial depth） and property rights structure on regional innovation performance. It is proved that financial cluster and its four aspects are positively related to the regional innovation performance, improving the level of financial cluster and promoting financial development can improve regional innovation performance. Property rights structure and regional innovation performance also show a positive correlation, that is, the higher the degree of privatization in the region, the higher the efficiency of innovation. Therefore, at the end of the article, we put forward a series of measures to improve the quality of financial cluster, such as breaking institutional barriers of financial flow, accelerating financial reform, optimizing regional financial structure. And we should encourage private high-tech enterprises to carry out innovative activities for private enterprises to provide financing facilities to play the role of the new board market, strengthen property protection and a series of policy recommendations to optimize the structure of property rights.

一、问题提出
在世界经济发展呈现出区域化特征的大格局下,区域创新能力已经逐渐成为衡量该地区核心竞争力的重要指标. 要素投入驱动的粗放型经济增长方式已经明显难以满足“新常态”背景下区域经济增长的需要.创新驱动,构建创新体系,将我国建设成为创新型国家已经成为我国的发展战略之一.党的十九大报告指出“创新是引领发展的第一动力, 是建设现代化经济体系的战略支撑”.根据《中国统计年鉴》,截至2015年,我国政府一般公共预算中对科学技术支出为3384.18亿元,规模以上工业的R&D经费支出为1001.39亿元.然而时至今日,我国的研发效率仍弱于诸如日本、美国、德国、法国等发达国家.因此,提高区域创新效率,摆脱中国高投入低产出的增长模式, 发展更加有效率的增长模式具有重大意义. 金融集聚是产业发展的重要支撑,产权结构影响了产权改革的路径与效率,二者对区域创新必然存在一定的影响.
通过下面对以往研究的梳理与回顾, 我们发现：第一,现有研究多关注产业集聚的空间分布、 知识溢出和行业异质性对区域创新绩效的影响.第二, 大多数文献的研究范围局限于成熟的制造业, 鲜有文献研究具体的某产业集聚与区域创新绩效的相互作用. 金融在当今经济生产活动中的重要性已经无需赘述, 而以产权结构为代表的制度因素也是近年来一致持续的关注热点, 且在研究方法与研究结论上存在巨大分歧.因此,本文尝试将金融聚集、 产权结构和区域创新绩效三者相结合, 研究三者之间的相关关系以及相互作用机制.
